OnJuly21,2021,theEuropeanUnionissuedthe(EU)Directive2021/1199initsofficialgazette.ThisDirectiveamendsthecontentofArticle50PolycyclicAromaticHydrocarbons(PAHs)inAnnexXVIIofREACH,adding5clausesinvolvingplastic/rubberparticlesAndcovercontrol.

　　Newrestrictionsontheuseofpolycyclicaromatichydrocarbons(PAHs)inparticlesorcoveringsasfillingmaterialsforsyntheticturfcourtsorinlooseforminplaygroundsorsportsapplicationshavebeenadded.

　　Thenewrequirementwilltakeeffect20daysaftertheregulationispublishedintheofficialgazette,andthebindingforceofthisregulationisdirectlyapplicabletoallEUmemberstates.

　　InthesecondcolumnofArticle50ofRegulation(EC)No1907/2006AnnexXVII,Articles9-14arenewlyaddedasfollows:

　　9.IfthetotalamountofPAHslistedinparticlesorcoveringsexceeds20mg/kg,theyshallnotbeusedasfillersforsyntheticturffields,orloosecomponentsonplaygroundsorsportsfieldsandplacedonthemarket.

　　10.IfthetotalamountofPAHslistedinparticlesorcoveringsexceeds20mg/kg,theyshallnotbeusedasfillersforsyntheticturffields,orlooseformsonplaygroundsorsportsfields.

　　11.Fillersonthemarketforsyntheticturffields,orlooseparticlesorcoveringsonplaygroundsorsportsfieldsmustbemarkedwiththeuniqueidentificationnumberofthebatch.

　　12.Paragraphs9to11willbeapplicablefromAugust10,2022.

　　13.ThefillerusedasasyntheticturffieldonAugust9,2022,orlooseparticlesorcoveringsontheplaygroundorsportsfieldcanbekeptontheoriginalsiteandcontinuetobeusedforthesamepurpose.

　　14.Regardingparagraphs9to13:

　　(A)"Particle"referstoamixtureofsolidparticlesranginginsizefrom1to4mm,madeofrubberorothervulcanizedorpolymericmaterialsfromrecycledororiginalsources,orobtainedfromnaturalsources;

　　(B)"Cover"isamixtureofflakysolidparticleswithalengthof4to130mmandawidthof10to15mm,madeofrubberorothervulcanizedorpolymericmaterialsfromrecycledororiginalsources,orobtainedfromnaturalsources;

　　(C)"Artificialturffieldfiller"includesparticlesusedinartificialturffieldtoimprovethesportstechnicalperformancecharacteristicsoftheartificialturfsystem;

　　(D)"Usedasalooseformonaplaygroundorsportsfield"referstoanyuseofparticlesorcoveringsasaloosecomponentonaplaygroundorsportsfield,exceptforthefillingofsyntheticturffields.

　　Polycyclicaromatichydrocarbonsareaclassofcompoundswithspecificcarcinogenicandreproductivetoxicitycharacteristics,whichcanendangerhumanhealth.

　　Rubberparticlesareusedasfillingmaterialsforsyntheticturfcourts,whilerubberorplasticparticlesandcoveringsareoftenusedinlooseforminplaygroundorsportsfieldapplications,suchasgolfcourses,sportsfields,racecoursefoundations,naturaltrailsorshootingranges.

　　Theseparticlesandcoveringsmainlycomefromendoflifetyres(EndofLifeTyres,ELT).ThereareeightkindsofpolycyclicaromatichydrocarbonsintherubbermatrixofthesescrappedELTparticlesandcoverings,whichleadstothepolycyclicaromatichydrocarbonsinthesematerials.Theriskisveryhigh.

　　Takingintoaccounttheexposureofworkerswhoinstallandmaintainthestadiumandindividuals(professionalandamateurplayers)playingonit,toprotectpublichealth,areviseddirectivewasissuedtorestricttheuseofpolycyclicaromatichydrocarbons(PAHs)inparticlesorcoveringsinthesynthesisFillingmaterialsforturfcourts,oruseinlooseforminplaygroundsorsportsfields.Applicationrestrictions.
