  On June 1, 2021, the "Chinese version of REACH Restricted Substances" -- GB/T39498-2020 Guidelines for the Control of the Use of Key Chemical Substances in Consumer Goods "will be formally implemented.


  In recent years, the recall information of consumer goods in China from the European Union and the United States shows that more than half of the product recalls are caused by chemical hazards.


  The root cause of this phenomenon is the lack of standards for chemical safety hazard factors in China.


  In order to speed up the implementation of the strategy of going out of China's products and improve the quality of Chinese consumer goods, it is necessary to establish the limitation standard of chemical hazards of consumer goods that conforms to the current situation of Chinese industry and industry and leads the development of the industry.



  Based on this background, Guidelines for the Control of the Use of Key Chemical Substances in Consumer Goods were officially released on November 19, 2020.



  A number of hazardous substances are listed in the Guidelines for the Control of the Use of Key Chemical Substances in Consumer Goods. The standards are applicable to consumer goods, including components, spare parts, accessories, packaging and instructions for use.



  Based on the EU REACH Regulation ((EC) NO 1907/2006), According to the limitation requirements of foreign standards such as "EN71-9, General Requirements for Organic Compounds in Toys", "EN71-12:2013, Toy Safety - Part 12, N-nitroamines and N-nitroso compounds", and "Eco-textile Standard Oeko-Tex100-2017", the restriction requirements for consumer goods in China are proposed. It proposes that 117 chemical substances in consumer products, including heavy metals, alkanes, halogenated alkanes and alkenes, benzene, polycyclic aromatic hydrocarbons, phenols, aldehydes, ethers, alcohols, esters and salts, amines, dyes, and other chemicals that cannot be classified, need to be controlled.



  Such as lead, cadmium, mercury, hexavalent chromium, polybrominated biphenyls (PCBS), polybrominated diphenyl ether, phthalates, polycyclic aromatic hydrocarbons (PAH), organic tin compounds, nickel release a quantity, short chain chlorinated paraffins (SCCP), perfluorinated octane sulfonic acid and its derivatives, total acid and its salt and a length of carbon chain of 8 or perfluorinated carboxylic acid compounds, etc., are involved to electronic controls electric products. Relevant enterprises should pay attention to the control suggestions on the use of hazardous substances in the standards, and make control plans in advance. If the control requirements of relevant suggestions in the standards are included in the mandatory product safety standards, product compliance can be achieved in a timely manner.
